You dont need to remake the enemy AI, you just need more than one type of enemy. You could do the same for pretty much anything. Simply use durability for weapons and shields, have custom order quests where the players main reward would be skill progression, scatter the most powerful gear as schematics around the world. Yet there is an entirely brain dead solution that is not even hard to implement. Smiting especially is problematic because unlike any other skill tree the only way to progress it is by spamming the forge button(since durability has been removed). For example smiting and enchanting completely break the economy because they let you cheaply multiply the value of everything with minimal expense while the economy itself offers no way to spend your cash. The core problem is that every single system is designed as if in a vacuum with no regard for the other systems/features. Skyrim has all the building blocks it just never uses them.
I downloaded one of those dwemer based rifle mods and its already quite OP as I don't even need the dwemer crafting perk to craft those 3 rifles variant, then I also installed a deer furry companion mod but for some I cannot talk to this girl at all, such cases. Though their computer is good enough to run OpenMW which I did played on last time I visited them. The 2 laptops my relatives have are so much of a toaster they cannot run Factorio or OpenMW, so instead I got to play only with the forked GZDoom which has support for older OpenGL version, which fucking sucks.
